Brasstown Community Meeting

A small group of citizens gathered at the Brasstown Community Civic Center on the evening of Tuesday, October 6.  Despite the small crowd, a long list of ideas, thoughts, and concerns was developed.  See the results of the meeting by clicking here

The next Comprehensive Plan Community Meeting will be held on Saturday, October 10 at the Hayesville First UMC from 2:00 PM – 3:30 PM.

Online Community Opinion Survey

The Comprehensive Planning Committee has designed the Clay County Community Opinion Survey to receive community input.   Please take a moment to provide your opinions and ideas.  There are two parts to the survey–the Clay County Comprehensive Plan Community Opinion Survey and the Historic Hayesville Consumer Survey.   Information from the Community Opinion Survey will help shape the recommendations that will be included in the Comprehensive Plan.  Consumer Survey results will help develop a market analysis to assist with economic development efforts in the Historic Hayesville area.  You will automatically be linked to the Consumer Survey after you finish the Opinion Survey. 

Win a Gift Certificate

Complete the surveys and enter to win a gift certificate redeemable at Historic Hayesville Merchant’s Association establishments. Prizes will be awarded after the survey closes on October 30, 2009.  Prizes available include:

  • A $75 gift certificate if you complete the online Community Opinion Survey. 
  • An additional $75 gift certificate if you also complete the Consumer Survey.

Paper Surveys

Blue Ridge Mountain EMC customers will receive a paper copy of the survey in their October power bill.  Those who complete and return the paper survey are eligible to win a $50 gift certificate.   We encourage all to complete the survey online; as this will enable us to get the results processed more quickly.

Community Meetings Announced

The Comprehensive Planning Committee will host three community meetings during the month of October.  The community meetings will provide citizens with an opportunity to share what’s important about Clay County today and what will be important  tomorrow.  Whether you are interested in changes in population, changes in the land, or other changes that have affected or will affect the county, be sure to come out and share your thoughts. 

You can also help us by advertising the meetings in your place of business, worship or other locations.  We need all voices!  Download the Community Meeting Flyer to post.  You can also email the the flyer to others.

08.25.09 Meeting

The minutes and supporting documents from the August meeting are now posted.  You can view these documents by clicking here.  The topic of discussion was natural resources and committee members were provided with a presentation from Ron Hancock with the NC Division of Community Assistance.  Ron’s presentation included a series of maps highlighting a variety of natural characteristics found in Clay County.  Two presenters also attended the meeting, Callie Moore, Executive Director of the Hiwassee River Watershed Coalition, and Steve Lohr, District Ranger –Tusquitee/Cheoah Ranger District, Nantahala National Forest.  Materials provided by Ms. Moore and Mr. Lohr are posted.

Clay County Schools Dropout Rates

Comprehensive Plan Committee members requested information that addresses dropout rates in the Clay County School System.  Below is snapshot of dropout rates for the Clay County School System and for the System compared to other school systems in the region. 

According to the North Carolina Department of Public Instruction, the dropout rate, “is the number of students in a particular grade span dropping out in one year, divided by a measure of the total students in that particular grade span.”  The charts presented below report the dropout rates for the 9-12 grade span.  Readers are encouraged to read the introduction to the Dropout Report  in order to gain a full understanding of how dropout rates are counted and calculated. 

The dropout rate in the Clay County School System has averaged 3.17% from the 2000-2001 school year through the 2007-2008 school year.  For this same time period, the lowest rate (1.69%) was reported in the 2003-2004 school year while the highest rate (4.92%) was reported in 2005-2006.

Clay Dropout

The Clay County School System was compared with school systems in Cherokee, Graham, Haywood, Jackson, Macon and Swain counties.  While there has been fluctuation in Clay County’s dropout rates from year to year, Clay County has consistently had dropout rates lower than the regional average of compared school systems.  Excluding two of the years compared, Clay County had the lowest dropout rate in the region.   Additionally, with the exception of one year (2002-2003 school year), Clay County’s dropout rates were lower than the State’s average dropout rate.

07.28.09 Meeting

The July meeting was the second of two sessions held to address community services and facilities.  Committee members heard from speakers Scott Penland (Superintendent of Clay County Schools) and Marie Rice (Clay County Senior Center.  Minutes and materials from the July meeting are posted here.

06.23.09 Meeting

The June meeting was the first of two sessions held to address community services and facilities.  Committee members identified the top community service priorities as schools, youth and child care, services for seniors and those with disabilities, and health care.  The committee will discuss these topics in more detail at the July meeting.  Minutes from the June meeting are posted here.

05.26.09 Meeting

May’s topic of discussion was Economic Development.  Sara Day Evans, a Community Development Planner with the NC Department of Commerce/Division of Community Assistance and Erik Brinke, the Economic Developer with Blue Ridge Mountain EMC, were the guest speakers.

Change of Meeting Place, Two Date Changes

The Clay County Comprehensive Plan Committee will now be meeting in the Community Room at the Clay County Health Department.  Meetings will still occur on the fourth Tuesday of each month from 12:00 – 1:30.  However, the committee will meet on the third Tuesday of the month in November and December 2009.  A complete schedule is available here:  Meeting Schedule.
